Post: New Licensing Requirements for Private Investigators and Security Guards in Victoria

Effective from 19 June 2025, major reforms will come into effect under the Private Security and County Court Amendment Act 2024, introducing new licensing obligations for private investigators and security guards operating in Victoria.

These changes represent a significant shift in the regulatory landscape, and all professionals in the industry—particularly sole traders and contractors—are encouraged to familiarise themselves with the requirements and act promptly to ensure compliance.

Key Changes You Need to Know

  • Registrations Transitioning to Licences
    Individuals currently working under a private security registration—including both private investigators and security guards—must convert their registration to a formal licence to remain legally operational.
  • Stricter Renewal Requirements
    Renewing your private security licence will now involve meeting more stringent eligibility criteria, aiming to enhance professionalism and accountability across the sector.
  • Contractors Must Hold Two Licences
    If you operate as an independent contractor with an ABN, you’ll now be required to obtain:
    • A Private Security Individual Operator Licence, and
    • A Private Security Business Licence.
  • Expanded Complaints and Oversight Process
    The complaints handling framework is being strengthened to support a more transparent and robust process for addressing concerns within the industry.

What You Should Do Now

If you are currently employed as a private investigator or security guard—particularly as a sole trader or ABN contractor—you must review your licensing status and ensure you meet the new requirements prior to 19 June 2025.

Failing to transition from a registration to the appropriate licence may result in non-compliance, affecting your ability to continue working legally within the sector.
